Five mechanisms, one reflex

The impulse to administer the public does not stop at the public; it reaches the record of the administration — and it works in five distinct ways, each with its own archive:

  • destruction — the record is burned: Richard Helms’s 1973 order to destroy the MKUltra files.
  • classification — the record is sealed: Operation Northwoods held under a top-secret stamp for thirty-five years; the covert-state program worked entirely behind one.
  • litigation-correction — the record is bent under law: the Process v. Sanders retraction entered under settlement; a tidy cover story rejected from the bench in the Latey judgment.
  • reputation management — the record is re-narrated: the sanitized 1977 testimony, and the correction that overshoots — a findable man repainted as a vanished “mystery man.”
  • archival loss — the record simply thins: the West finding rewritten in another hand, its original lost to the committee.

Each is graded on its own primary. Together they document a behavior — over-tidying — that recurs independently across agencies, decades, and countries.

The consequence — Olmsted’s generalization

The historian Kathryn Olmsted supplies what the pattern does: over-tidying manufactures the escalation it claims to prevent. “It is the secret actions of the government,” she writes, “that gives fuel to all the others” — a burned file and a too-clean denial reliably breed certainty out of pattern. This is a lens for reading the smoothing, not a licence for any intent-claim it provokes: it explains why the tidying escalates suspicion, and validates none of the particular suspicions.

Held-open

The smoothing runs in both directions, and the honest record keeps both. Sometimes it over-cleans — a file burned, a finding rewritten — and sometimes the correction over-dismisses, painting a documented figure as a vanished mystery. Recorded; neither collapsed into proof of a plot nor into proof that nothing was there.

Role in the thesis

The root’s maintenance behavior — the fifth theater’s second act. Where the covert state administers the mind under classification, the smoothing administers the paper afterward. It is the documented reason the cleanest official record is the one that breeds the most suspicion, and the home of Reading III.
