The Sanitized 1977 Testimony
The too-clean account, given under oath, of a program whose own paper says otherwise.12
Documented connection
The 3 August 1977 Senate joint hearing on Project MKULTRA convened only because a FOIA request had turned up roughly 20,000 pages of misfiled financial records that had escaped the 1973 destruction. There, Director of Central Intelligence Stansfield Turner testified that the events were “12- to 24-years old” and that the “CIA is in no way engaged in either witting or unwitting testing of drugs today.” Sidney Gottlieb, testifying to the Church Committee in October 1975 under a grant of immunity, characterized the program as “probably not a high pay-off program.” The account handed to Congress was of a thing old, minor, and closed.
The smoothing
That account is the smoothing. The “failed / found nothing” characterization is contradicted by MKUltra’s own internal paper — a finding that would surface only decades later, when a contractor’s original 1956 report was compared with the sanitized summary that had reached the 1977 committee (see the altered West report). Nearly fifty years on, a congressional witness would put it plainly: the earlier committee “believed it had been told the truth about the program. It had not.”
Role in the thesis
The middle term of the smoothing rail: after the record is destroyed (1973), the surviving account is tidied at the point of oversight — sworn, on the record, and wrong in a direction that closes the question.
